Rakyat Digital: National Digital Skills Empowerment Platform
A government-backed digital learning platform built to equip Malaysian citizens with future-ready digital skills through free courses, multilingual learning, and an accessible, mobile-first experience.
The Challenge
Malaysia's Ministry of Digital envisioned a nationwide skilling initiative where every citizen-students, adults, senior citizens, and rural communities-could easily learn skills like AI, cybersecurity, blockchain, and cloud technologies. The system needed to support a simple, approachable learning experience for first-time digital learners, full multilingual accessibility for Malaysia's diverse population, smooth performance on low bandwidth and mobile devices, scalable architecture to support millions of learners, easy onboarding through Google login, and modular course expansion for new programmes like AI Safety, CyberSAFE, Blockchain, etc. No existing LMS offered the required mix of government-grade reliability, national scale, inclusivity, and seamless user experience.
The Solution
Designed and developed a modern, high-performance digital learning platform using Angular 18, built for nationwide accessibility and government reliability. Key architectural decisions included component-driven Angular application with highly optimized UI, fully responsive mobile-first design system for all age groups, secure Google Sign-In integration for frictionless onboarding, configurable course modules with dynamic content loading, multilingual UI and course support, clean intuitive UX with an emphasis on digital accessibility, FAQ-driven support centre with collapsible sections, and modular structure allowing the Ministry to easily add new programmes. The result is a highly functional and elegant public-facing learning platform that aligns with the national mission to accelerate digital adoption.
